The Forum is an association of organisations that have a wide variety of interests and responsibilities for water safety including sports governing bodies, rescue services, regulators, navigation and harbour authorities, local government, utilities, and other representative groups. The Forum works in partnership with RoSPA who provide technical and administrative support.

The core of the Forum's work is formed by the six specialist Advisory Groups (AG) each comprised of a small number of people with a breadth of relevant knowledge.  Membership of the Advisory Groups is by invitation based on the person's potential to contribute rather than whom they represent.

Oversight of the Advisory Groups' work is provided by the Co-ordinating Group which, is comprised of representatives from each AG together with co-optees and a representative of the Department for Transport, which currently provides grant aid for the Forum's work.  Its members elect the chair of the Co-ordinating Group.

The membership structure is currently the subject of a project aimed at introducing graded levels of membership which, recognise the contributions made to the Forum's work and the involvement in its running.
